Basim and Siegfried ask Eivor to help Hytham with the Hidden Ones Bureau. To complete the quest you will need a certain amount of resources, and the building is related to the Order of the Ancients questline.

Here are the different stages of the mission To Serve the Light:
Build Hytham's Hidden Ones Bureau
To build the Hidden Ones Bureau you need 400 raw materials and 30 stocks. You can get the necessary raw materials during a Raid or find them in the chests hidden on the entire map of Assassin's Creed Valhalla.
Once you have collected the right amount of raw materials, come to the marked place on the map, and build the Hidden Ones Bureau to proceed to the next stage of the quest.
Follow the Hytham
Hytham will be very grateful for your help in building the Hidden Ones Bureau. As a thank you, he wants to give Eivor what the Assassins appreciate very much. Leave the building and follow the young Assassin.
Hytham will lead you to the place where you can perform a Leap of Faith. After a successful landing, follow Hytham back to Ravensthorpe to complete the quest. As a reward, you will receive 3,400 XP and unlock quests related to the Order of the Ancients.
