The tenth page can be found in Croindene.

The fragment is located in the building, on the upper floor. You can reach it by climbing the column. You shouldn't be bothered by any opponents while exploring - obtaining the treasure will be easy.

From the beams holding the ceiling, you have to drop down to the floor and then reach the table where the Rigsogur fragment lies. Once you grab it, it will go into your inventory.
